The Party Committee of PetroVietnam Oil Corporation Successfully Held its 4th Congress for the 2025–2030 Term

On May 22, 2025, in Ho Chi Minh City, the Party Committee of PetroVietnam Oil Corporation (PVOIL) solemnly held the 4th Party Congress for the 2025–2030 term.
Attending and directing the Congress were leaders from the Party Committee of the Vietnam National Industry - Energy Group (Petrovietnam): Comrade Tran Quang Dung – Permanent Deputy Secretary of the Group’s Party Committee; Comrade Bui Minh Tien – Member of the Party Standing Committee, Member of the Board of Members; Comrade Dang Thi Ha Chau – Member of the Executive Committee, Deputy Head of the Organization Commission; along with members of Working Group No. 5 of the Group’s Party Committee.
The Congress was attended by 199 delegates, including members of the Executive Committee of PVOIL’s Party Committee and delegates elected from 32 affiliated Party Cells/Committees, representing 1,637 Party members of the Corporation.
The political report, presented by Comrade Cao Hoai Duong – Member of the Party Committee of Vietnam National Industry – Energy Group, Secretary of Party Committee, and Chairman of the Board of Directors, assessed the 2020–2025 term as a challenging period for the economy, especially for the petroleum business, due to the COVID-19 pandemic, disrupted supply chains, global geopolitical instability, unprecedented oil price fluctuations, and intense competition.
Despite these challenges, PVOIL demonstrated resilience, intellect, and unity to fully achieve its goals. The Party organization and political system were strengthened, maintaining their role as a leadership nucleus and providing the foundation for PVOIL to excellently fulfill its targets. Many objectives were even accomplished one to two years ahead of schedule.
Notably, PVOIL seized market opportunities to boost output, expand market share, and continuously set consumption records. Total consumption for the 2021–2025 period grew at an average rate of 18% annually, achieving 134% of the target. Retail volume grew 17% annually, reaching 108% of the target. PVOIL planned to open 384 retail stations in 5 years, fulfilling 240% of the plan. By the end of April 2025, there were 871 stations, expected to reach 930 by year-end.
Alongside the surge in fuel business volume, PVOIL also achieved record revenue levels. Total consolidated revenue during 2021–2025 reached 182% of the target, making PVOIL one of the Group's key revenue centers.
With its scale and enhanced reputation, PVOIL was recognized as a prestigious brand with high market visibility. It was ranked among Southeast Asia’s Top 500 largest enterprises by Fortune magazine (June 2024) and in the Top 25 leading brands in Vietnam by Forbes (November 2024), with an estimated brand value of USD 105 million. This recognition reflects the achievements of PVOIL in the eyes of both domestic and international institutions.
Regarding Party building targets, 86.15% of PVOIL’s Party organizations fulfilled their tasks well or better, exceeding the plan by 6.15%; 95.87% of Party members fulfilled their duties well or better, exceeding the target by 15.87%; and 264 new members were admitted, reaching 105.6% of the target.
Comrade Nguyen Dang Trinh – Vice Secretary of Party Committee, President & CEO of PVOIL, presented the review report on leadership and direction for the 2020–2025 term, outlining strengths, weaknesses, causes, and solutions, along with tasks and strategic solutions to enhance the Party Committee’s effectiveness in the 2025–2030 term.
At the Congress, multiple presentations were made by political and social organizations and subordinate Party units to enrich the main political report. Topics included: innovative contributions by PVOIL Youth Union; PVOIL Trade Union as a trusted support for workers; proactive energy transition adaptation (Safety Technical Department Branch); the role of Party Committees in business operations (PVOIL Saigon and PVOIL Thanh Hoa); the new position of PVOIL Central after the merger; enterprise management innovation by PVOIL Trans; and brand development in Laos by PVOIL Laos.
In his directive, Comrade Tran Quang Dung – Permanent Deputy Secretary of the Group’s Party Committee, acknowledged and congratulated the accomplishments of PVOIL’s Party Committee, members, and employees during the past term. He emphasized PVOIL’s valuable contributions to the Group’s overall achievements in 2020–2025 and to the half-century history of Petrovietnam.
He supported the targets and strategies outlined for the new term and emphasized several key implementation solutions. Specifically, he highlighted four Politburo Resolutions (No. 57 on science and technology, No. 59 on international integration, No. 66 on institutional reform, and No. 68 on private sector development) as pillars of the nation’s development strategy. PVOIL’s recent performance aligns with these Resolutions and should continue leveraging them as a springboard for growth.
Democratically and responsibly, the Congress elected 24 members to the new Executive Committee for the 2025–2030 term. At its first meeting, the Committee elected a Standing Committee of six members. Comrade Cao Hoai Duong was re-elected as Party Secretary; Comrade Nguyen Dang Trinh was re-elected as Deputy Secretary. A five-member Inspection Committee was also elected.
The Congress also elected 14 delegates (13 official and 1 alternate) to attend the 4th Congress of the Vietnam National Industry - Energy Group (Petrovietnam) Party Committee for the 2025–2030 term.
After a focused, democratic, and responsible working session, the 4th Party Congress of PetroVietnam Oil Corporation concluded successfully. The Party Committee, members, and employees will continue to uphold their tradition of unity, determination, innovation, ambition, and scientific, effective action to achieve the goals set forth in the Resolution. The aim is to build a strong and comprehensive Party Committee and develop PVOIL into a leading diversified energy supplier aligned with the development strategy of the Vietnam National Industry - Energy Group (Petrovietnam).
