PVOIL Pilots E10 Bio-Gasoline Distribution Starting August 1

Starting from August 1, 2025, PVOIL will pilot the sale of E10 RON95 bio-gasoline at retail stations in Hanoi and Hai Phong. Following this pilot phase, PVOIL will continue upgrading, converting, and expanding E10 sales locations, in preparation for the nationwide rollout starting January 1, 2026.
The Ministry of Industry and Trade is currently collecting feedback to propose to the Government a roadmap for biofuel adoption. As a leading petroleum distributor in Vietnam, PetroVietnam Oil Corporation (PVOIL) has proactively developed a plan to align with the Government’s direction, leveraging its blending infrastructure to expand its distribution network. The Corporation has invested in and upgraded its infrastructure to support the blending and commercial distribution of E10 bio-gasoline, reaffirming PVOIL’s commitment to implementing national policies and promoting the use of biofuels for environmental protection and sustainable development.
Mr Cao Hoai Duong – Chairman of Board of Directors of PVOIL – stated that PVOIL has always been a pioneer in bio-gasoline distribution. The company has long invested in blending facilities at both central and transit depots. With the Government’s policy to gradually replace conventional gasoline with E10, PVOIL has been preparing early for the transition.
According to Mr Cao Hoai Duong, the pilot launch of E10 on August 1, 2025, will help consumers gradually become familiar with the new fuel, thereby avoiding any potential 'shock' during the transition. Simultaneously, PVOIL will enhance communication to bring the Government’s policy closer to the public. This effort underscores PVOIL’s readiness to implement E10 distribution across its entire system once the official roadmap is in place. PVOIL also aims to serve not only internal and existing customer demands but also provide blending services for other fuel distributors, contributing to a stable E10 supply for the market.
To facilitate this initiative, PVOIL is upgrading and modifying its existing E5 RON92 blending stations at strategic depots nationwide to support E10 RON95 production. The upgrades include storage tank refurbishments, blending system improvements, and the adoption of modern technologies to meet technical standards for E10 gasoline.
With a nationwide storage and terminal network and nearly 900 petrol stations across provinces and cities, PVOIL is well-positioned to quickly bring E10 to consumers. Over a decade of experience in E5 blending operations since 2010 provides a solid foundation for transitioning to E10 with minimal risk and reduced implementation time. PVOIL’s extensive distribution network, operational flexibility, stable E100 ethanol supply, and a seasoned workforce further enhance its capability in the biofuel sector.
Leveraging the ecosystem of the Vietnam National Industry – Energy Group (Petrovietnam), PVOIL will strengthen its value chain collaboration, closely coordinating with other member units such as Dung Quat Refinery (BSR) and Nghi Son Refinery/ PVNDB to ensure consistent supply of base gasoline and ethanol (E100), optimize costs, and meet market demand.
On the financial and human resource front, PVOIL is focusing on training a highly qualified technical workforce to operate E10 production systems effectively. Although infrastructure upgrades and E10 blending and distribution preparation will incur additional costs, PVOIL, as a key market player, is committed to supporting the Government’s goals of developing green and clean energy in Vietnam.
With thorough preparations in infrastructure, technology, and resources, PVOIL affirms its pioneering position in Vietnam’s transition to biofuels. E10 implementation not only brings economic value but also contributes to national goals for sustainable development and environmental protection.
E10 bio-gasoline, consisting of 10% ethanol blended with 90% traditional gasoline, is considered a vital solution to reducing CO₂ emissions, promoting the ethanol agriculture sector, and diversifying energy supply sources. According to the Government’s roadmap, E10 will gradually replace conventional gasoline in the market. |
