On December 8, 2023, the Economic Security Division of the Ho Chi Minh City Police Department and PetroVietnam Oil Corporation (PVOIL) signed the "Coordination Plan on Ensuring Economic Security, Internal Security, and Social Security," held in Ho Chi Minh City.
The ceremony was graced by the presence of senior officials from the Ho Chi Minh City Police Department. These included Lieutenant General Le Hong Nam, the city police Director; Colonel Nguyen Phuoc Thuong, Head of the Economic Security department; leaders representing various functional departments, and representatives of grassroots police units.
Mr. Cao Hoai Duong, Secretary of the Party Committee and Chairman of the Board of Management of the PVOIL; PVOIL President & CEO Doan Van Nhuom, who is also Deputy Secretary of the Party Committee of the Corporation; other members of the Board of Management, Board of General Directors, and leaders of division and offices, affiliated units, and subsidiaries operating in Ho Chi Minh City were present.
In recent years, PVOIL has played a vital role in the economic and social fabric of Ho Chi Minh City. Its presence generates substantial revenue for the state and local budgets, creates employment opportunities, and ensures the city's fuel security.
During the COVID-19 pandemic, through its partnership with the Ho Chi Minh City Fatherland Front Committee, PVOIL provided free fuel to essential vehicles, ensuring the smooth functioning of critical operations during that challenging period.
At a time when there was a nationwide petroleum supply shortage, PVOIL played a vital role in ensuring energy security for the country and Ho Chi Minh City. PVOIL successfully catered to the transportation needs of citizens and fueled essential production activities. This proactive approach helped maintain stable energy supply and mitigate the impact of the shortage, demonstrating PVOIL's commitment to serving the community.
Recognizing the potential security risks within the petroleum sector, Lieutenant General Le Hong Nam emphasized the importance of proactive measures. He urged the police force to conduct thorough assessments and collaborate closely with PVOIL to protect internal secrets. He also emphasized the "All People to Protect National Security" movement, leveraging public participation in safeguarding security, particularly in areas with petroleum operations, trading, and storage facilities.
He urged PVOIL to strengthen internal awareness campaigns and collaboration with the police force through information exchange to proactively address all economic crimes, particularly those within the petroleum industry.
Understanding the importance of secrecy and data protection in the oil and gas industry, both PVOIL and the police department acknowledged the importance of protecting State secrets and confidential documents. This includes implementing measures to secure petroleum storage systems, stations, and other critical infrastructure.
Therefore, signing a coordination plan between the two units is crucial for establishing a legal framework, clearly defining the responsibilities of each entity, and mobilizing the combined forces to effectively ensure the security and safety of PVOIL's headquarters, production, and business systems. This collaboration will ultimately contribute to the socio-economic development of the city.
Mr. Cao Hoai Duong, Secretary of the Party Committee and Chairman of the Board of Management, on behalf of PVOIL's Board of Management, briefed the city's police leaders on the characteristics and situation of PVOIL's production and business activities. He highlighted the achievements PVOIL's staff and employees have strived to achieve over more than 15 years of establishment and development, particularly the increase in business output and retail system development.
Mr. Cao Hoai Duong emphasized that, in recent years, the successful dismantling of major cases related to crimes in the petroleum business sector has created favorable conditions for PVOIL and other enterprises to expand and improve business efficiency. This has led to increased contributions to the State's revenue and budget.
Mr. Cao Hoai Duong expressed his sincere appreciation for Lieutenant General Le Hong Nam's insightful emphasis on proactive measures and internal security assessments, which will be crucial for the successful implementation of the coordination plan's information exchange protocols. He affirmed PVOIL's commitment to collaborating closely with the Economic Security Division of the Ho Chi Minh City Police Department, ensuring effective implementation of the agreed-upon coordination plan. This collaboration will further strengthen PVOIL's operations and contribute to socio-economic development in Ho Chi Minh City.
